Creating a world class headquarters to meet future aspirations

Our role

  • Located in the heart of the Square Mile, the site sits within the immediate setting of St Paul’s Cathedral and close to other significant heritage assets including Temple Bar, Chapter House, and the Postman’s Park and St Paul’s Cathedral Conservation Areas.
  • Our Heritage & Townscape team supported Carter Gregson Gray Architects and the wider project team on the refurbishment and extension of the Eric Parry–designed building in Paternoster Square, home to the London Stock Exchange Group since 2004. We provided detailed analysis of the site’s history, built heritage, townscape and visual context, including visibility and key‑views testing to ensure potential impacts on nearby heritage assets were fully understood and robustly assessed.
  • Our team also supported the project through earlier design development stages, including further input to constructive pre-application engagement with the City of London as LPA, and also representatives of St Paul’s Cathedral on through the application process. 
  • Our specialist team prepared a comprehensive built Heritage, Townscape and Visual Impact Assessment (HTVIA) in support of the final scheme proposals at application. This document described in detail the history and heritage significance and setting of the site, how the design of the proposed development had evolved in response to stakeholder engagement, and also its final impacts / benefits in policy terms.
  • Further updates to the HTVIA were prepared to aid officers, and also support further refinements to the scheme during the determination period.

Results

  • King Edward Court will become a state‑of‑the‑art, sustainable, smart‑enabled workplace and global HQ for LSEG, with improved office space, landscaped terraces, a double‑storey pavilion and extensive roof gardens offering views of St Paul’s. The refurbishment will also better showcase public‑facing activities such as the London Stock Exchange’s market open and close ceremonies.
  • Working closely with Watkins Payne Sustainability and engineering teams, our teams have worked to ensure the investment will meet the requirements of the City of London, Oxford Properties and the London Stock Exchange Group. The project is highly ambitious, targeting fossil‑fuel‑free operation, BREEAM Excellent, WELL Gold, NABERS 5*, and alignment with CRREM decarbonisation pathways.
  • The scheme was approved planning permission by the City of London Corporation in February 2026 under delegated powers.
  • Our Sustainability and ESG team supported and continues to support Oxford Properties to ensure the project achieves the highest level of performance and aligns with their corporate ambitions.
