How we have built a distinctive company

Turley began when planning consultancy was novel.

Two local authority planners saw an opportunity to help local housebuilders secure better planning permissions faster.

Our success introduced us to the retail and commercial world. Our brand of smart, independent advice was born and we have not looked back.

Thanks to innovative and loyal clients and a talented team of consultants, our business of commercial planning consultancy has flourished for over 35 years.

Our hallmarks are: deep thinking, smart strategy and expert delivery.


From a single office in Manchester we have developed a UK wide network of teams who are steeped in their local markets and experts in all development sectors and scales.


Our full service offer has been developed to respond to  market and client needs. Our core of planning expertise is supported by specialisms led by the best in their fields of design, economics, heritage, strategic communications and sustainability.

All are available in meeting client and project needs – as an integrated whole or as stand-alone specialisms.

Employee owned

Turley has been fully employee-owned since 1996. This makes us distinctive. Each employee is a co-owner.  We care for our reputation and service to client partners. We share in success.
