Identifying Pro-Growth Areas for Investment

Planning in England involves a myriad of organisations. There are over 300 local planning authorities and a new generation of Combined Authorities with planning powers all influencing the amount and location of development that is planned and permitted.

Some embrace the prospect of growth and plan positively, but the picture is far from uniform across the country.

Navigating this can be a daunting task if you are looking to find the next location to invest in, or are seeking to promote a site and want to know whether you are likely to receive a positive response.

In our analysis we identify two categories which highlight the leading locations in terms of jobs and housing growth. Our Big Players category covers locations that have performed consistently well over the past 10 to 15 years. Our Ones to Watch are those which have seen relatively high rates of growth in recent years.

Big Players

  • Tower Hamlets, City of London, Camden, Southwark and Islington. Manchester,  City of Bristol, Southwark and Milton Keynes.

Ones to Watch

  • Westminster, Cornwall, Manchester, Leeds and Hillingdon, Birmingham, Liverpool, Sheffield and East Riding of Yorkshire.

A further spur to housing growth?

Analysis of the Government’s proposed standard method for calculating housing needs at a local level, which was published in September 2017, shows that there are several local authorities that may see a significant increase in the need for homes. These locations include:

  • Central Bedfordshire, Southend-on-Sea, New Forest, Trafford, Worthing, Slough and Stockport – these local authorities will see their housing need doubled as compared to figures in their adopted Local Plans, if the Government’s proposed standard method is implemented.
